Chief Wendell Franklin

Tulsa Police Department

The mission statement of the Tulsa Police Department is to work in PARTNERSHIP with our community to provide quality service, protect life and property, prevent crime, and resolve problems so all people can live without fear in a safe community. Building sustainable relationships with the people we serve to address public safety concerns is a priority for the Tulsa Police Department.

Smart Policing Collaboration is a model of police-community engagement where the police and community stakeholders work together to identify, address and reduce crime, fear of crime, social disorder, and neighborhood blight at the root cause.

Using the key concepts of collaboration that combines Smart Policing and problem solving, the police and community form a partnership of shared roles and responsibilities. This model brings to life the statement made by Sir Robert Peele, “The police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police."
